Cooperation with ARMA

Zakład Rolniczo-Przemysłowy “Farmutil HS” inc. in Śmiłowo has a signed agreement of cooperation with the Agency for Restructuring and Modernization of Agriculture which purpose is to provide financial assistance to agricultural producers through the disposal plant carrying activities in processing or disposal of dead farm animals; in accordance with the regulation of the European Parliament and Council (WE) No 1069/2009 from 21st October 2009 laying down health rules concerning animal by-products not intended for human consumption.

FINANCIAL ASPECTS OF THE AGENCY FOR RESTRUCTURING AND MODERNIZATION OF AGRICULTURE HELP:

The Agency co-finances up to 100% of the cost incurred by agricultural producers of harvesting and transportation of dead cattle, sheep, goats, horses and pigs.
The Agency shall finance up to 100% of the cattle disposal cost above 48 months, sheep and goats above 18 months, and 75% of the cattle disposal cost under 48 months, sheep and goats under 18 months, pigs and horses, regardless of age.
In the case of VAT payers, the amount of this tax is not subject to financing by the Agency.

ADDITIONAL FINANCING CAN BE PROVIDED TO UNITS COMING FROM:

Manufacturer’s managing an agricultural farm in the meaning of the regulations on agricultural tax or a special department of agricultural production, which meets the criteria of a small or medium-sized enterprise, i.e.: fewer than 250 employees, annual turnover not exceeding EUR 50 million and / or annual balance sheet total does not exceed 43 million.
Agricultural manufacturer, who registered his cattle with the integrated IRZ system led by of the Agency for Restructuring and Modernization of Agriculture applies to cattle, sheep, goats and pigs, and in the case of horse – Polish Horse Breeders Association.

ADDITIONAL RESOURCES ARE NOT PROVIDED FOR THE UNIT WHICH IS:

Received from an entity employing more than 250 employees, with an annual turnover exceeding 50 million EURO or annual balance sheet total exceeding 43 million EURO (large enterprise),
Received from the person who does not own a farm or a special department of agriculural production,
Received from the person taking the benefit (pension) of the Agricultural Social Insurance Fund. It is forbiden to collect the pension and manage a farm at the same time,
Received from the entity holding 25% or more of the capital or voting rights of the state,
Unmarked under the provisions of the Act of 2nd April 2004 on the system of identification and registration of animals.

CONDITIONS TO BE MET BY THE HOLDER OF THE FOLLOWING ANIMALS:

Cattle, goats and sheep – Each holder of an animal is obliged to register and tag animals on their farm. All the dead species of cattle, sheep and goats having more than 7 days must be marked. In the case of pieces fallen to 7 days, which do not have the marking number, the grower at the time of collection is required to give the number of dead animals’ mother.
Pigs – each holder of the pig is obliged to mark and register their animals in the nearest district office of ARMA. All dead pigs at the time of collection carcasses must have the number of markings (ear tag or tattoo).
Horses – an owner of the animal applies for a passport. The passport is issued by the Polish Horse Breeders Association, which gives the identification number (it appears in your passport). It should be noted that, in contrast to cattle, sheep or goats, when collecting horses, they do not have the tag number. All horses above 6 months must have a passport. In the case of foals under the age of 6 months which do not have an issued passport the date of birth , the date of death and mother’s passport number should be given on the documents confirming the carrion collection.

IMPORTANT INFORMATION:

According to the Act of 11th March 2004 on the protection of animal health and combating infectious diseases, each holder of an animal before notifying the reprocessing plant is obliged to inform the District Veterinary Officer of the ruminant deaths on the farm.
Each piece of fallen cattle aged over 48 months, and sheep and goat over 18 months must be examined by a designated veterinarian in the direction of a transmissible spongiform encephalopathy (BSE). In the case of dead cattle under 48 months, and sheep and goats under 18 months – a piece can be tested for BSE by a veterinarian, in the case of assuming aforementioned diseases.
Aujeszky’s disease in pigs.
According to the Council of Ministers dated 19th March 2008, on the introduction of the eradication program of Aujeszky’s disease in pigs, the whole coutry’s area was covered by a Polish program to combat this disease. A dead piece received in relation to Aujeszky’s disease control are not subsidized by the ARMA, and so the grower has to pay 100% of the costs for collection, transport and disposal of fallen pieces. The farmer however has the right to reimbursement of the costs of disposing of dead pigs as a result of the veterinary Aujeszky’s disease. After receiving an invoice from a reprocessing plant for disposal of dead units in the eradication of this disease grower may request the invoice to the District Veterinary Inspectorate in order to recoup the financial outlay.
Settlement of provided financial assistance takes place between the Agency and the Reprocessing Plant.
The manufacturer selects the Reprocessing Plant to which he reports the collection and disposal of fallen pieces.
When transferring fallen pieces for reprocessing it is necessary to fill out the relevant documents, specimens of which can be downloaded in the documents tab. They are required upon collection of dead animals (funded by ARMA).
